Joe Van Winkle is the Chief Clinical Officer of WIN Rapid Recovery where he oversees the development, implementation, and fidelity of all therapeutic programs.

​

Joe received his MS in Marriage and Family Counseling from Northwest Nazarene University and has over 20 years of experience providing mental health, workers' compensation, and addiction treatment.

​

Prior to joining WIN, Joe was the clinical director and owner of three outpatient mental health clinics. He has served on numerous mental health panels for local, state, and national organizations. Joe has also written articles published in peer reviewed professional journals, and has been a frequent speaker for numerous professional association conferences. 

​

Joe has taught clinical skills, internship classes, and guest lectured at several graduate counseling programs. He has a passion for ethical, evidence-based treatment that transforms the lives of individuals, families, and injured workers in the communities he serves.

Deborah Biggs serves as Corporate Counsel and COO of WIN Rapid Recovery.

​

Deborah has worked for over 25 years in healthcare and higher education in consulting for large public Academic Medical Centers (AMCs) , as well as a start-up medical school.

​

Prior to joining WIN Rapid Recovery, Deborah was a Senior Director in the AMC practice at Huron Consulting. She has also served as the Senior Associate Dean and COO for the University of Wisconsin School of Medicine and Public Health. She served a similar role for a  start-up medical school, Central Michigan University College of Medicine, and was a team lead in the successful accreditation of the school.

​

Deborah earned her BA in International Relations from the James Madison College of Michigan State University, and earned her JD from the Thomas Cooley Law School.

Jason Van Winkle served as WIN Rapid Recovery's Chief Financial Officer until his untimely passing on June 15, 2024, when he took his last motorcycle ride.

 

Jason was a beloved husband, father, brother, and business leader in the Boise, Idaho, community, as well as a great friend to all of us at WIN. His easy going style and laughter brought joy to all of us in what would otherwise have been rather dry accounting meetings, and he is dearly missed in our day-to-day operations.

 

While we are unable to fill his shoes in a way that does justice to all he gave to our organization, we are honoring his memory by supporting the amazing search and rescue organizations that helped bring Jason home after his passing.

Sydney Isle is the Clinical Director and Director of Operations at WIN Rapid Recovery, where she oversees the recruiting, training, and supervision of clinicians and works alongside staff to improve and streamline processes.

​

Sydney holds an MS in Mental Health Counseling, a BA in Business Administration, and an AS in Accounting. She has over 30 years of operational and supervisory experience, 25 years of consulting, coaching and business transformation experience, and 15 years’ experience providing mental health, workers' compensation, and substance abuse treatment.

​

Sydney is passionate about meeting people where they are at and facilitating the process of change to overcome obstacles and create effective behaviors that enhance work satisfaction and quality of life.

Dr. Scott J. Primack is the Chief Medical Officer at WIN Rapid Recovery. He is also the founding physician of Physical Medicine of the Rockies (PMR), where he currently treats athletes, injured workers, and people with neurological and musculoskeletal conditions.

​

Prior to founding PMR, he co-founded Colorado Rehabilitation & Occupational Medicine, Colorado's most established physiatry practice.

​

Dr. Primack is a graduate of the University of Osteopathic Medicine and Health Sciences, with a residency in physical medicine and rehabilitation at the Rehabilitation Institute of Chicago. He holds board certifications from the American Board of Physical Medicine and Rehabilitation and the American Board of Electrodiagnostic Medicine. 

​

He currently serves as Medical Director for the Colorado Special Olympics and Senior Clinical Instructor for the School of Public Health, University of Colorado School of Health Sciences.

Glenn W. Primack, with over 25 years of investment experience, currently serves as an analyst on two long/short equity strategies.

​

In prior years, Glenn served as a senior analyst at Peak6/Achievement Asset Management. He was a co-manager of the FMI Focus Fund and co-founded Broadview Advisors, where he also served as Executive Vice President. Glenn began his career in financial services as an award-winning sell-side analyst covering distributors at Cleary, Gull, Reiland, and McDevitt.

​

Glenn holds a BA in Business Economics and Spanish from The Colorado College and an MBA from The University of Chicago. He is also a member of the Mayo Clinic Leadership Council.
